A REPORT into the death of a sex offender who died whilst serving time in prison has been published following an independent investigation.

The Prisons and Probation Ombudsman (PPO) has published its findings into the death of Terence Lobb from Kidderminster, who was jailed in January 2020 for four years after being found guilty of historic sex offences against a child.

Lobb died in hospital of heart disease on November 10 2023, while a prisoner at HMP Oakwood, at the age of 58.

Lobb denied one count of indecent assault against a boy under the age of 14 but was found guilty by a jury during a trial at Worcester Crown Court.

The Shuttle previously reported that between November 1992 and November 1994, Lobb performed sexual acts on the young boy on no less than three occasions.

He was sentenced on January 20, 2020, to four years in prison and was ordered to sign the Sex Offender's Register for life.

His wife asked the PPO to investigate the healthcare he received at Oakwood when he became unwell. NHS England also commissioned an independent clinical reviewer to review his clinical care at Oakwood.

A report published on August 30 by Adrian Usher from the PPO said: "The clinical reviewer concluded that the clinical care Mr Lobb received at Oakwood was of a good standard overall and was largely equivalent to that which he could have expected to receive in the community.

"The exception was the failure to identify that he had reported similar significant symptoms on two consecutive days before he was fully reviewed.

"The clinical reviewer noted that since Mr Lobb’s death, the Head of Healthcare had introduced a new process to ensure that prisoners who reported sick were reviewed by nurses the same day.

"The clinical reviewer made three recommendations which the Head of Healthcare will wish to address".

He added: "The PPO investigator investigated the non-clinical issues relating to Mr Lobb’s care.

"We did not find any non-clinical issues of concern. We make no recommendations".

An inquest into the death of Lobb, heard on June 3 2024, concluded that he died from natural causes.
